It could be tat in device manager you need to active the driver for the BLUETOOTH wireless. It could also be that there is no blue tooth aerial at all. I have had a few laptops who advertise that they have bluetooth, but in fact they just have a bluetooth driver installed. If this is the case you will need to buy a bluetooth dongle>plug it in>them in the search bar search blue tooth and use the driver software to send or receive files. In device manager it should tell you weather or not you have a blue tooth device installed.
