How Do I Troubleshoot A Chevy Malibu Cruise Control?

I have a 2003 Chevy malibu that has a cruise control problem. When i set the speed it does not engage until the speed of the car drops 6 or 7 mph. Then it brings the car speed up 5 o6 miles over the speed that it was set for. This is aggravating to me but also to others on the road because it looks like i’m speeding up and them slowing down. What is the fix for this problem?
