CDA defines a document format which includes semantics for document relationships. CDA defines a document format that is independent of infrastructure. It defines types of relationships, which XDS uses and it defines a mechanism for ‘pointers’ between documents. These two combined form a document relationship. XDS has the same semantics but of course must implement the semantics in the environment of ebXML Registry. So, to answer your question.
