How do I transition from my Engineering Evaluation and Cost Analysis (EE/CA) or Removal Action back to the remedial process in order to close-out my project?
The first step is to maintain an open line of communications with your regulators. Depending on the complexities of your site, you may already have enough data to support development of a proposed plan. The proposed plan is made available for public review and comment prior to developing the decision document (DD). If more data is required to make close-out decisions, you may have to conduct a remedial investigation and feasibility study. The Military Munitions Center of Expertise (MM CX) and the Hazardous, Toxic and Radioactive Waste Center of Expertise (HTRW CX) are currently documenting guidance on this subject. See ER 200-3-1 and the revised EP 1110-1-18 (to be published Jan/Feb 2006) for discussion on the entire remedial response process.
