If these are longterm projects I don’t see the need for it. A weekly ‘update’ email would be preferable for me. What I would find nice is a listing of employees, what project they were working on, and if they’re in or not. Having to call 5 different people asking “who do you know that would know ___,” and then realizing they’re not even in, just sucks. If you’re set on this idea though, C# & Visual Studio .NET would make this a part-of-a-day job. Excel integration shouldn’t be a problem – at worst, reading a csv file is trivial.
