One way I have found to get pretty much anything to start sending roots out is to also take a cutting of weeping willow and place all your cuttings in a glass of water with a tiny bit of sugar in. Weeping willow (though I have a sneaking suspicion normal willow will do the same) releases some sort of enzyme into the water that gives other plants the impetus to send out roots. Hope that helps.
