First off, use a shorter lead. To try and break him of it, use a four foot lead at the max. While you are walkig him, the second he goes after a car, MAKE hime sit a stay until the car has passed and he has calmed down. Even if you have to bodily move him and set him down. Let him know you are in control. Don’t just tug and make pleas for him to stop; Yank the leash and make him sit and stay before you move on. You need to get forceful with him. People tend to humanize dogs and treat them like people. But they are not people. Dogs are animals and follow a pack mentality. For some reason your dog thinks the cars are a threat to you and him. You have to assert your dominance (just as Caesar Milan would say) and show that the passing car isn’t a threat. Keep walking him and correcting him when a car passes.
