You need to try aversion. Enlist the help of a friend with a car. Find a quiet safe road and have your friend drive past you slowy. Let your dog off the lead to start chasing the car and after a short while the driver should stop the car and very quickly jump out facing the dog waving their arms and making loud noises. Half a dozen empty tin cans thrown loudly on the road in front of the dog would be best. It sounds extreme but car chasing is a dangerous behaviour that will endanger the dogs life so making the dog associate moving cars with a very unpleasant experience is full justified in my view.
