The answer is to get a MS-Dos (probably 6.2) and leave it in the a: drive when you start up the computer. This presumes that you have your Bios set to boot to A:, or the CD drive before the Hard Drive. If not, press F2 (usually) before OS startup and set the defaults as stated above. Next, at the a: prompt, (if formatting a raw hard drive) run FDISK.exe to set up the partitions. (Note that MS-DOS will not recognize more than 10 Gbytes, and will only partition up to 2 Gb) Then run format c: If you run Windows XP, you can also invoke “CMD” from the run menu and format in FAT, FAT16, FAT32 and NSTC. Old MS-DOS is FAT.

when you restart your computer after you have created the disc….it tells you to press f2 to go to set up…find the boot order list and change it to the drive that has the disk…then you can continue…;)
