i dont know what you mean by layers but ill walk you through it first get rid of the negative part it the exponent so flip the fraction so you have 2^-2/3^0x2 all to the thrid now get rid or the negative in the numerator so you have 1/ 3^0x2x2^2 next anything to the zero power is one and combine the twos so you have 1/2^3 still all to the 3rd. when raising a power to a power you multiply the exponents so it woul be 1^3 which is 1 over 2^9 which is 1/512.
