Look up on the Internet your city police department. There should be an email address on there somewhere. I’d suggest you will get more action if you go down personally to talk to the police. If you ask them they will keep your conversation confidential.

There is no such thing as anonymous email. IP addresses are stamped on everything you do.

Either ask to be kept anonymous or make a new account and send it from the public library.

Yes, you can but, it may not do any good. The police can’t make an arrest unless they have evidence. Evidence could be neighbours making complaints. The police usually are unable to build a case unless they have solid evidence, that may eventually mean the the complainers have to testify against the perpertrator in court. Go to the local library and send the email from there. Do not use your home computer. Do not use a friends computer.
