You can’t really do anything about the scratches. Once a stainless steel sink is scratched, that is permanent. As far as it being dull, I highly recommend either Bon Ami (http://www.bonami.com/) or Bar Keeper’s Friend (http://www.barkeepersfriend.com/). Both are powders that you use as mild abrasives to clean surfaces better. To use them: Take a gentle abrasive sponge and wet it down. Get the sink wet, too. Lightly sprinkle some of the powder over the entirety of the sink. Also sprinkle some onto the sponge. Scrub in the direction of the grain of the stainless steel.
