Material received at the facility solely for the purpose of use as a daily cover will not be considered a waste and not reported on the SWIA form. If a material was brought to the facility exclusively for the purpose of being used as a soil amendment for the cap, clean fill, constructing a road bed, alternate daily cover, etc., then it should not be part of SWIA (waste received or managed.) Tire chips, mulch and other items that are used as alternate daily cover are not reported on this form. If a materials is received by a facility as a waste, it should be reported as waste received. THe quantity of materials removed from the waste stream and used as recycled material on-site should be reported as recycled on-site.
