The shaft is either “keyed” or splined to turn the wheel. There is probably just a nut or bolt keeping it on the shaft. Just loosen it up and hopefully the factory put some grease on the shaft so the wheel didn’t rust to the shaft and it should just slide off. If it won’t come off then LIGHTLY (ask me how i know) tap the inside of the wheel and see if it will slide off. If not then there might be a couple of holes in the wheel for a wheel puller. If not you’ll have take it in and have a shop remove it.
