You must be enrolled more than half-time with at least one course in a face-to-face delivery format. An additional note about the housing allowance. Initially, the VA announced that the housing allowance stipend is calculated by the zip code of the location where you are physically taking the face to face course. In actuality, it is based on placement of the Administrative Offices housing the certifying official of the institution. Empire State College only has one certifying official who is located in our Saratoga Springs, NY location. So, if you enroll in a face to face course at another location, your housing allowance will be based on the Saratoga Springs zip code. We are still researching this issue with the VA.
