This is quite a common problem, and is often caused by ill-fiiting covers on the tank, plus the warm moist water vapour coming from the expansion pipe that usually leads into the top of this tank. You will need to tie up the ball-valve, and bale it out carefully, to avoid getting any of the slimy stuff, or other debris, into the heating system, as it may cause blockages. Once clean, introduce a stabilised biocide, such as FENOX AF10, or Sentinel R700 into the tank as it fills, after releasing the ball-valve.
