If it was a misdemeanor then the statute of limitation is probably well over. If it was a felony then it depends on the degree of felony and you would need to go to your state attorney/district attorney to pursue charges. I would start out by going to the police department that took the report and ask them.

The police have to file charges. You say that you made a police report, had the assault documented etc., then you need to go back to the police and ask why they have not pressed charges.
