Federal Acquisition Regulation (FAR) Case 2007-012 amends FAR subpart 5.301(a)(2) (effective May 16, 2011) to require that contracting officers post their justifications on FBO whenever they make a delivery/task order award under a multiple-award IDV (including Federal Supply Schedules, GWACs, and multiple award IDIQ contracts) and do not provide for fair opportunity. These notices can be posted as standalone notices or in association with existing notices. Web interface users select “Fair Opportunity / Limited Sources Justification” notice type when creating the notice. Electronic interface users should reference the new Fair Opportunity template located under General Info System Documentation. XML Web Services users should reference the Web Services Technical Documentation under General Info System Documentation. Note: Buyers are not able to delete/modify a posted Fair Opportunity notice type once posted. Please contact your Agency Administrator for assistance.
