In order to obtain a 2000 Level DRM Client Certificate, you must have executed a License Agreement for Certificates for WM Format 9/9.5 or 11, as well as having submitted a functioning application that utilizes a 1000 level DRM Client Certificate. Please contact WMLA@microsoft.com to request a 2000 Level Certificate once you have the prerequisite license in place.
