Unlock the Windows taskbar by right-clicking on any blank portion on the taskbar itself and clicking the “Lock the taskbar” option so it’s unchecked. Click and drag the taskbar to the top, bottom, left or right side of the screen to relocate it. Let go of the mouse button after moving it where you want it. Lock the taskbar in its new position by right-clicking a blank portion and checking the “Lock the taskbar” option again. This works with Windows XP, Windows Vista and Windows 7. Another way to unlock the taskbar is by right-clicking a blank area of the taskbar, selecting “Properties,” choosing the “Taskbar” tab and unchecking the “Lock the taskbar” box.
