The evaluation contains a rating element for Implementation of Subcontracting Plan. This element is used to assess compliance with all terms and conditions in the contract relating to small business participation including achievement on each individual goal stated in the contract or subcontracting plan. Appendix 1 and Appendix 2 of the CCASS Policy Guide contain specific instructions for assessing this rating element.
