You cannot make your flash drive appear to be a floppy drive on any arbitrary computer. Windows 98 machines need device drivers for them. Windows 2K/XP/Vista systems do not need drivers for them, but they will always be recognized as USB external drives. You cannot directly format a USB Flash drive as a boot device in Windows 2k, XP, or Vista, although you can configure most BIOSs to boot from an external USB drive. I have seen some ways to indirectly format a USB drive as a boot device, e.g., many methods are suggested here: http://www.bootdisk.com/pendrive.htm I cannot vouch for them personally, so I’ll stop short of recommending any of them.
