Well, if it’s not flat, you can hire someone to level it (I had an arena dug out of a long, steep hill at my old house). Then, get it dug up and the rocks removed, and repeat repeat repeat. Then, get a load of sand put in, and mix and mix and mix by disking, or whatever your equipment is for working up the arena. Let it rain, dry, and work up. You know. Then, get another load in, and work it up, and then if it’s still not deep enough, another load. You don’t REALLY need fencing, but if you want it, it’s expensive. You could get temporary short rope and stake fencing just as a marker. As for price, all I know is, for the load of pure sand we got a month ago, it was a little over 500 dollars.
