Well, you’d go about forming a comic book company the same way you’d go about forming any other company. You need money, so you’d either need to front the money yourself, get a loan, or drum up some investors (probably all three). Then you’d need to put together a team of artists and writers who have talent but who are willing to take a risk on a start-up company. Then you make produce some stuff. Then you market it and try to find an avenue to sell (this will be the hardest part). I don’t know how things are in Australia, but here in the US, Marvel and DC pretty much have a lock on the comic book industry and will absolutely crush any entering competition. For your sake, I hope things aren’t as tough there.
