How do I make an adjustable bicycle seat unremoveable?

I would not do any thing “drastic” that would prevent me from removing the seat in the future- (or damaging the frame!) Just change your actual seat bolt and replace it with one like the ones used in racers or many commuters bikes. Not all frames and seat post are the same size, so make sure you get one that is the right size. Any Bicycle shop can give you the bolt and nut you need, and it will cost very little. If you want to go further in security, then buy a combo lock and metal cable rapped in plastic that is not to bulky and the proper size as to tie your seat to the frame, just make sure it doesn’t get in the way of your moving legs. I have seen this solution, but to me, the change to a non adjustable bolt and nut is all that is needed.
