How do I link a change set to a change request from a different RTC server?

See Configure project areas for the administrative portion. Then as a user, select the change set (in the Pending Changes view, History View or Change Explorer), bring up the popup menu and pick Related Artifacts > Associate Change Request. You can then pick up the service provider the change request belongs to, and then pick the change request itself.
