Check Box 1 or Box 2 of the new “Payment for Services” section should be checked only if: a. The lobbyist is a full-time employee of the principal; or b. The lobbyist is compensated by means of an annual fee or retainer. If the lobbyist has checked Box 1 or 2, Box 3 should be checked if the lobbyist has provided a statement to the principal estimating the portion of his or her salary, annual fee or retainer reasonably allocable to lobbying in the period. All boxes in the “Payment for Services” section of the lobbyist’s report should be left blank if the lobbyist is not a full-time employee of the principal and is not paid by an annual fee or retainer. Checking Boxes 1, 2, and 3 is not applicable if the lobbyist submits actual lobbying billings. The reportable payment for services may only be estimated if the lobbyist is a full-time employee or paid by means of an annual fee or retainer.
