It shouldn’t be too difficult to prune them down to about 1 ft. (so you have something to hang on to when you pull) and then just dig them out. If they’re very large with quite deep roots, just work your way round each bush below ground level and cut any roots as you come to them, using loppers or a pruning saw. Presumably they are not in good condition or you wouldn’t be removing them, but in any case you’d need to have them out before you planted anything else, or did anything else with the ground they’re in, so no point in spraying them to kill them off first.
