How do I host my radio.blogs songs on a different server than my index.php?

You can do this by uploading the entire sounds folder to the server you plan to host your music files on. Then open config.xml and change the playlist.php file path to the new URL of the playlist.php file (ex. http://musicserver.com/sounds/playlist.php).
