I’d say Dreamweaver is by far your best option. If you want to use raw code, then use the Code feature (if you don’t already). Dreamweaver will also adjust your pages automatically should you change the structure of your site (such as moving the folders certain pages are saved in) and will adjust all relevant files (files the page refers to and files that refer to that page). It is a breeze, which is why I use it over any editor.

You can set notepad as your editor of choice for some file types within dreamweaver. So now you are editing in the raw, but using dreamweaver for the file management aspects. BTW, just go to code view to to hand coding in dreamweaver.
