How do I handle effort on preaward and advance accounts?
Effort must be certified at the time it occurs. Therefore, if a department has obtained a preaward or advance account AND it is anticipated that the final agreement will be retroactive, effort must be certified beginning with the start date of the preaward/advance account. Payroll dollars charged to sponsored accounts that cannot be certified must be removed from the sponsored account.
