You’re not very clear with the question. First the concrete came up with the tile then the advesive is tuck to the concrete. You don’t say whether it’s a floor or a wall — or if the cement is actually a separate pour from the tile. Perhaps you mean a bit of both. But it’s not enough to work with. You may have bought off more than you can chew, but there may be a work around. Most of the time Tile is installed with either thinset or thickset mortar. It can be removed with a flat chisel used at an angle. If it is a conventional mastic, a stiff scraper (that looks like putty knife will work. But since I can’t see what you’ve got and it isn’t well described, it could that you’ve got a mastic or glue type cement. That can usually be scraped out as well, and assuming the cement is solid to begin with, you can fill any minor gaps when you replace the tile.
