There are two different types of spare tire covers for the Rav’s. One is a fully-hard spare tire cover that has a latch and spot for a lock on it. If you have this, look under the spare when the door is open and you should see a silver latch. You flip it open and it loosens the hard surround so that you can pull it off the tire. The second type is an elastic cover. You can tell it is this type if you have a black soft “pleather” around the area closest to the back of the car. If it is this type, you can reach behind the tire by the top of the door and pull up on the elastic while pulling back on the cover it will release the spare tire cover. Hope this helps.
