Go call the consumer service and tell them a number (it will pop up on your wii if you say you forgot the parental control question) and it will give you a key for turning off the parental controls! Simple as that!

best you could do is use Marcan’s Parental Control resetter First go to the settings and do forgotten,and again forgotten,it asks you for a pin code or something AND gives you one… enter the given one on http://wii.marcansoft.com/parental.
