How do I get rid of allsecuritynotes.com as my homepage as well as system alert icons for FREE?! ;-)?

This new homepage cannot be changed, not even in the internet options. There are 3 new flashing icons in the taskbar. System alert: Malware threats, System Alert!, and Your computer is infected! There are also a number of applications trying to download without permission?? Mostly Security downloads like some type of spyware or virus remover program. Oh, I’m also getting these popups that say stuff about pornography and nude sites…asking if I want to install a drive cleaner?????? Okay, I have already ran Spybot S&D, AVG anti-virus, and AVG anti-spyware. All are removing viruses and spyware that others are not catching. However, this has not fixed the problem. I went on to the nosnoop.com and had it run a full system scan. It found 38 dangerous and sever items…….but they want to charge me about $40 for them to remove it.
