This is likely interpreted as an invitation to step up the biting behavior. Instead you might try saying “NO BITE” in a lower, firm tone and end the play altogether. You would probably benefit a lot from taking her to a beginner obedience class, maybe one on one at first since she is doing this with other people and would need to be in a setting where she can be exposed to other dogs and people where the trainer can give you and your dog all his or her attention.
