I’d try to use steam if you have access to a steamer machine, since any solvent chemical may damage your PVC. There is the old peanut butter trick, dabbing it on the tape. There are a few types of brown tape, and I hope you mean the paper kind. This should be brittle if it is old, leaving only the dried glue behind. In this case, the peanut butter or mayonnaise trick may work. Just apply it and let the glue soften due to the oil in either. You would probably have better luck with a steamer if the tape is made of plastic. Good luck, and remember to use a plastic scraper, never a razor blade on PVC.
