Well, if you are a Ukrainian citizen in Ukraine, you go to the passport agency. If you are in another country, we have to assme you already have a passport and it has expired. If that is the case, you apply at the nearest consulate, in person. You also collect it personally when it is issued. If you were born out of Ukraine, of Ukrainian parents, and you have obtained citizenship after the fact, you apply (in person) at the consulate. If you are not a citizen of Ukraine, then you don’t get one. And they don’t put their applications on the web. You have to go in person.
