You might not HAVE to have a data cable. You could host the file on a website then navigate your phone to that site. You will get charged data transfer if you don’t have a data plan. I’m not sure how much it is on Alltel but it’s 2c/kb on Cingular. A data cable is basically a USB cable that plugs into your phone. You can use it for all sorts of things like updating your phone book, synchronising contacts and calendars, connecting your laptop to the internet and putting on/taking off pictures and ringtones from your phone. You can get them on eBay for the cheapest, or your dealer may sell you one for a premium price.
