I have experienced the same. I did successfully get a deleted answer reinstated but only one time. I like you have read the guidlines closely too and I am sure I stay within them. You can follow the instructions in your violation letter, I don’t however think with all the activity going through the department handling reports has the time to give each one individual consideration.
