you get a mail in rebate for a phone when you purchase a new phone. You can purchase a new phone when you start up service or 22 months (if you have a 2 year contract) or 11 months (if you have a one year contract) after you have had the phone. At this time you are eligible for an upgrade which is where you buy a new phone and extend your contract for another one or two years. This is the only time when you would get a discount on your phone and possibly qualify for a mail in rebate.
