How Do I Get A Downloaded Template Wizard Into Word List?

I downloaded a template Wizard (Newsletter), extracted the files into the “Template” folder in the Microsoft folder in “Program Files”, but the Wizard does not appear in the template listing in Word’s “New” document command. Obviously I am missing something and would appreciate any help I can get.
