Use the Move tool (Toolbox) or press M, then click and drag a guide.If the dragging moves the layer you have to switch modes (hold theshift-key while dragging or click “Pick a layer or guide” in the MoveTool options window). See “Grids and Guides” section of the onlinemanual at http://docs.gimp.
