The .exe file is designed for installation to your laptop and transfer over to your Windows Mobile device via a USB cable. The .cab file is for direct installation to your Windows Mobile device via the browser (you must be connected to the Internet, e.g., via an open Wi-Fi hotspot, your home or office network, or the WWAN connection on your phone).
