How do I distinguish between new construction and additions when completing the WPI-1 and/or WPI-2?

New construction is considered to be any new free standing structure (new home, building, etc.), or new detached structure from an existing structure (i.e. detached garage, work shop, etc.). Any changes to an existing structure are considered to be either “Addition”, “Alteration” or “Repair”.
