How do I discipline my 3 year old child for hitting a teacher at daycare?

That needed to be addressed at the very moment it happened. Age 3 for both of my kids was a lot tougher than the “terrible twos”. The preschool teacher should have handed a punishment at the time it happened. After the fact, a 3 year old may not remember it or why it happened nor can he reason like an adult. Think on his level – when an incident happens he needs to be removed to a time out chair for 1 minute for every year he is old and then asked to apologize. Consistency is the key. Kids pick up on consequences.
