The determining factor is the amount of direct costs expensed at each facility to support the project. The direct costs on the project must exceed 50% of the budget at the facility in order for that organization to administer the award or contract. These direct costs include salary and benefit expenses of employees working on the project, supplies to support the project, travel and any other expenses specific to the project. Equipment expenses are not included in the calculation for direct cost, since they may represent a large percentage of the budget and unduly affect the formula. For employees who are paid UCI employees, but located at the VA, their salary and benefit expenses applicable to the project will be allocated to the formula as a direct cost of research at the VA.
