When PPs are evaluated, the scheme keeps track of the responsible person or party in case any questions related to the PP should arise. If the PP is not evaluated, there is no such contact known to the scheme, so there is no definitive answer of what the PP author intended. In such cases, the Chief Validator will make an uninformed, yet educated, opinion that then serves as the Precedent Decision for that PP.
