How do I correct a data entry error if a significant other was accidentally entered as victim, or vice versa?

You cannot delete the client. First, delete all information associated to the incorrect victim client ID (service data, included). Rename that ID to “Bad ID – V. Create a new significant other Client ID number and enter the respective data for the significant other. When it comes time to enter a new victim, search for “Bad ID – V” and rename it to the appropriate name/number for the new client and enter new information.
