RAR is an archive format. The most common program for reading/unpacking RAR files is WinRAR. Once you have unpacked the files, you can repack them with a Zip program (such as WinZIP). A common practice for people posting compressed content is to put a Zip file inside a RAR archive. However, I find this kind of a nuisance, and you cannot really compress an already compressed file.
